Sustainable Energy Project Feasibility Study (Kajian Kelayakan Proyek)
What is a Sustainable Energy Project Feasibility Study or as PT. PLN call it, Kajian Kelayakan Proyek (KKP)?
Project Feasibility Study (FS), or Kajian Kelayakan Proyek (KKP), is a document that shows technical and commercial feasibility of a sustainable energy project. This document is needed in the process of PT. PLN pre-qualifications, or Daftar Penyedia Terseleksi (DPT), in order to participate in the electric power market in Indonesia. There are two main components in KKP, which are:
- Technical Feasibility Study or Kajian Kelayakan Operasi (KKO)
- Commercial Feasibility Study Kajian Kelayakan Finansial (KKF)
What’s Feasibility Study (FS) or Kajian Kelayakan Proyek (KKP) consist of?
There are at least 7 (seven) parts in Feasibility Study (FS) or Kajian Kelayakan Proyek (KKP):
Executive Summary
One/Two page summary of the Feasibility Study (FS) or Kajian Kelayakan Proyek (KKP) document
Project Data Summary
Shows project name, location, design capacity, the scope of network (power generation feature, storage, and transmission network), cost estimate, and planned operation date.
Project Development Background and Goals
Typically this section explains:
- The current power system surrounding the area of the project development, and its infrastructure.
- What role the planned project will contribute to the power system and other stakeholders
- If the project is already in line with the local government’s plan and/or national plan
Electric Power System Existing Condition and Future Developments
Shows Electric Power System Existing Condition and Future Developments surrounding the area of the project
Technical Feasibility Study or Kajian Kelayakan Operasi (KKO)
Technical Feasibility Study or Kajian Kelayakan Operasi (KKO) will show if the project will fit to the PLN’s plan in the planned commercial operating date (COD), and consist of:
- System / Sub-system installed capacity, power supply condition, peak load, transformer loading, load characteristics, and power quality
- System development plan (demand forecast, power balance, project schedule, and list of permits needed)
- Project impact to the power system, which measured by the load flow analysis, short circuit analysis, and system stability analysis.
Commercial Feasibility Study or Kajian Kelayakan Finansial (KKF)
Commercial Feasibility Study Kajian Kelayakan Finansial (KKF) will show if the project will be able to be financed and be built in time for planned commercial operating date (COD), and consist of:
- Budget Planning
- Project Metrics (such as IRR, NPV, Levelised Tariff)
- Sensitivity Analysis
Attachments
All of the supporting documents that typically attached to the Feasibility Study (FS) or Kajian Kelayakan Proyek (KKP) are:
- Location map
- Single Line Diagram
- Technical calculation of the project impact to the electrical power system
- Commercial Feasibility or Study Kajian Kelayakan Finansial (KKF) complete model and simulation
Field Specific Feasibility Study
On top of the components above, developers and investors also need to provide the survey data and technical data and the corresponding analysis. For example, in a hydropower development, typically following activities are needed for complete Feasibility Study:
- Field Survey (Topography, Geology, Geophysics)
- Probabilistic / Deterministic Seismic Hazard Assessment (PSHA/DSHA)
- Basic Design Drawing
- Hydrology Study and River Measurement Survey
- Infrastructure Mapping (Road & Electrical)
- Mechanical-Electrical Basic Design and Equipment Lists
